We've all been affected by the state of the economy, and the calls
for help and donations are everywhere. It can become overwhelming and
frustrating, and make you feel hopeless in the face of so much need.
The truth is, a little bit goes a long way when we all pitch in
together! When the call for saving In Other Words came in many people
immediately cursed the fact that they are cash poor ... but we're
resource rich! Community organizers, businesses, dj's and promoters
have pulled together to have a good time for a good cause, and you're
invited!

VERB is your chance to dance with your fellow feminists and freaks,
and help keep the doors of In Other Words open! They are such an
amazing community resource, and a national treasure, truly. They are
the last non-profit feminist bookstore in the country, as well as our
very own village square, and they are also in imminent risk of losing
their space if they don't raise $11,000 by the end of this month. If
we don't want to lose treasures like Homorobics, That Time of the
Month, The Feminist Film Series, The Luna Music Series, and Dirty
Queer, then we've got to bring what we have to the table with no delay.

So spread the word and come on down to Zaytoon this snowy Sunday night
as we dance the debt away. DJ's Sappho and Mr. Charming will be
spinning (more dj's to be announced), door prizes will be won, and we
can bask in the mutual appreciation that makes our wonderfully weird
Portland world go 'round. If you can't join in on Sunday, be sure to
make your donations at In Other Words, or at the Alberta Co-op (they
are matching donations).

Hi guys,
I am a student at PSU. All my money goes to school and whatever is left goes to bellydancing. I was recently driving through Canby where my mom lives, and the very first time in my LIFE I've ever been pulled over, the cop said I didn't come to a full and complete stop at a 4-way stop and she wrote me a $421.00 ticket!!!!!! OUTRAGEOUS i know, but the fact is I cannot pay this ticket. I cannot afford it. I need a job, and FAST! I am a 21 year-old hard-working, good-looking young lady and I'm amazed I've applied to New Seasons, Whole Foods, Victoria's Secret, Bath & Body Works, Rheinlander, Macy's, a plant nursery and a few other local places. I am not picky, I will take almost anything!! I would love to work it an atmosphere that is eco-friendly, animal friendly, vegan-friendly , perhaps wellness-oriented (this is Portland, right??) But beggars can't be choosers. Can anyone help??? Thanks a bunch!! Either reply here or PM me (that would be preferable, these threads move so fast!)

Happy Portland Spring!!! Like the dynamic weather that transitions us into summer, TLC Farm is picking up the pace with a number of exciting spring offerings for the community. As you can see, this monthly update is packed with new information and numerous community events. And, as we breathe in the abundance of this time of growth—an invitation to let that abundance flow....

TLC Farm's Spring Open House & Tour
Sunday April 6th, 2-4 pm

Everything is growing at TLC Farm and we want to share it with you! While the farm is open to drop-in visitors every Friday, Saturday and Sunday, we're providing a set time each month for an in-depth guided tour to get your questions answered and meet core TLC Farm volunteers and board members.

This Open House kick-offs of our First Sunday Tours, which will take place every first Sunday of the month for the rest of the year. If you can't make it on April 6th, please come on May 4th.

Got five bucks?
We all know that TLC Farm is a community effort, but do you know that it really does make a difference for each of you to contribute a little bit of money on a regular basis? This month, we are asking the entire TLC Farm community (which includes YOU!) to become a Friend of the Farm by giving at least $5 a month to the farm.

Think about it - $5 a month really isn't that much money to give, but does makes a big difference to TLC Farm. Here's why:

* while our program income and other fundraising is cyclical and ebbs and flows throughout the year — regular contributions provide a reliable source of income each month to meet our financial obligations; Joy
* it feels great to give, and it feels great to receive — generosity makes everyone involved happier; Leverage
honestly, it looks good to foundations and major donors to have a solid base of regular financial supporters and helps us obtain larger donations.

Berkana Exchange

TLC Farm is honored to be invited to the Berkana Exchange Conference happening this May in Zimbabwe! Berkana Exchange facilitates connections between 13 "learning centers" located in various countries around the world: Senegal, Zimbabwe, South Africa, India, Pakistan, Greece, Canada, Mexico and Brazil. The centers all share a commitment to grassroots organizing, ecological sustainability, and healthy living and are doing inspiring work in their local communities.

Each year Berkana facilitates an Art of Learning Conference which is an opportunity for representatives from each learning center to come together and share ideas and skills, create relationships, and weave together pieces of the global puzzle. The purpose of the conference is: "To consciously, deliberately and collectively create a field of shared learning around the art of learning centering, which is the practice of hosting local spaces where people gather to explore and invent ways for communities to become healthy and resilient."

The conference this year is being held from May 4-14 at Kufunda Village, the Zimbabwean learning center. You may remember reading about Kufunda from Jenny Leis's report-back from her travels in Africa last year. We are excited to participate and to explore the possibility of TLC Farm becoming the newest learning center, and the only center in the United States. After thoughtful consideration we have selected farm residents Hope Medford and Matt Gordon to make the journey and represent us at the conference and are preparing them to share what we are learning in Portland. Do you have things you'd like Matt and Hope to share about TLC Farm or the wider community in Portland with other Berkana centers? Questions you'd like them to ask? Ideas for them to share? Zimbabwe benefit house party!
Join us on Sunday, April 13th from 6-10 pm to support cross-continental and cross-cultural learning, while eating Zimbabwean food, listening to great traditional Zimbabwean music, and learning more about the sustainability movement in Zimbabwe.

This benefit will support TLC Farm's involvement with the Berkana Exchange (see above) and Zimbabwean activists. TLC Farm needs to raise at least $1,000 to fund travel expenses for representatives of TLC Farm to travel to Kufunda Learning Village in May, and any funds raised in excess of travel needs will go towards helping allied activists in Zimbabwe visit TLC Farm in the future. (Note: if you can't come to the benefit, but want to make a donation to support cross-cultural sharing, please send a check or make a donation online and indicate that it is for the Berkana Learning Journey)

The benefit will include:

* a traditional Zimbabwean food for dinner, including groundnut stew, sadza, and Zimbabwean-style cooked greens;
* a slide show about Kufunda Learning Village, where TLC Farm volunteer Jenny Leis lived during her travels last year;
* great traditional Zimbabwean music by Pachi Pamwe (http://www.myspace.com/pachipamwe) and others; and
* silent auction items!

This will be a house party at 1905 NE Going St., in Portland.

This year we're hosting two unique summer camps: Drum and Rhythm Camp is back for its third year, and we're pleased to introduce the Earth Song Summer Camp, sponsored by Shining Star Waldorf School.

Common Rhythms Drum and Rhythm Camp
A note from Hope & Tynan, the camp instructors:
We are excited to invite you to our summer rhythm and drum camps filled with opportunities for children to play a variety of instruments, rhythms, and musical games from around the world in a fun, supportive environment.

As we begin our summer classes, will be just be returning from Peru, South America—home of the wooden Cajón drum—and Zimbabwe—land of the Hosha shakers. We are very excited to share the new instruments as well as many new rhythms with you this summer!

We will be facilitating two week long camps this summer:

* June 16-20th
* (Mon-Fri) 1-4pm for youth ages 11-18. August 4-8th

Common Rhythms (Tynan Pierce and Hope Medford) together have around 30 years' rhythm and teaching experience. They have both studied with a master drummer in Senegal, West Africa. Over the last 4 years, they have enjoyed facilitating rhythm events for around 2 thousand children and adults. They have served private birthday parties, Community Centers, Libraries, school groups from preschool up to high school ages, as well as many youth groups including Boys and Girls Aid Society of Oregon, Child Aid, and Friends of the Children.

Cheese making is an ancient and simple way to preserve fresh milk. We'll make two kinds of fresh, soft and delicious Farmer Cheese from scratch, taste a variety of homemade cheeses, and in the end you'll get some cultures to make your own. Why buy expensive imported cheese when you can make it yourself from local milk?

Taught by Sue Romas, farm resident and homemaking expert. Sue has already led two successful workshops to rave reviews, and continues to be really, really excited to share the joy of homemade cheese with everyone. Crackers for tasting and tea provided.

Family friendly: there will be childcare available during the workshop for a small fee, although no small children will be allowed in the kitchen due to space and safety concerns. please let us know in advance if you are needing childcare during classtime.

Food, Sex, & Death: TLC Farm's goat herd and the ethics of domestication

Animal husbandry is an ancient part of the human relationship with our ecology, providing food and shelter, labor and friendship. Many consider it an essential piece of a truly sustainable use of resources: is it more sustainable to eat industrial soy from thousands of miles away, or goats eating backyard underbrush? Yet husbandry requires a deep and thorough manipulation of the lives of sentient beings, in the interest of human benefit: forced labor, artificial breeding, castration, and slaughter.

TLC Farm volunteers on the dairy goat team have deeply, sometimes agonizingly questioned when and how to make life and death decisions about these beautiful creatures. Now, we'd like to use our experience to encourage broader debate in our community.

What should TLC Farm do? Should we keep goats at all, and a dairy herd in particular? If so, should we sell our males, or slaughter our own animals here, or castrate and keep them for other work? What kind of care and relationship is responsible to the animals, and to the land? What are the ethics involved, and what is at stake in respectfully sharing our lives with non-human animals that depend on us?

We invite animal rights activists, goat herders, permaculturists, ethicists, and everyone interested in the human relationship with our four-legged relations, to a roundtable discussion. The input and wisdom we gain here will be applied directly to decision making about husbandry at TLC Farm.

In 1991 after the collapse of the Soviet Union, Cuba experienced an 'energy famine.' Transportation and agriculture virtually came to a stop due to lack of diesel fuel and fertilizer shortages. This film explores what changes were put in place. The makers of the film "The End Of Suburbia" went to Cuba to explore it as a test case for what the conditions after Peak Oil would look like. This is that story.

This documentary takes you through various aspects of life in Cuba - Economy, transportation, health-care, agriculture, education - and explores how they dealt with the dramatic reduction of fossil fuels to a mere fraction of their pre 1990 levels. It was nice to meet the people, see the sights, and hear the sounds. The overall feeling was that the Cubans had improved the quality of their life (after a difficult "Special Period"). Their health was better, greater sense of community, better food and healthier land. I was left with the question: Why should we wait until we run out of oil? Let's do it now. The part that I did not expect was how it challenged my understanding of the difference between a Communist country and Capitalism. Did you know that a greater percentage of Cubans own their own home than in America? More farmers now own their own land? Sort of turns the notion of what a "Free-Market" is on its head!

I don’t know if any of you heard of the Joshua Tree Music Festival in Cali…but the same fella has put together another festival- Check out their myspace page. The 2nd annual Joshua Tree Roots Music Festival is happening October 20 and 21 at the Joshua Tree Lake Campground, in the shadows of the infamous National Park. This rootsicana newgrassy folkadelic experience is for music loving souls of all ages. The music is continuous, alternating on two stages in one bowl, creating an intimate festival experience. Temperatures in the magical Mojave desert in October are ideal!

The festival lineup includes The Avett Brothers, Hot Buttered Rum, Uncle Earl, The Greencards, Dan Bern, South Austin Jug Band, Jake Shimabukuro, Martha Scanlan, Merle Jagger & Tim Easton, Carolina Chocolate Drops, Reverend Peyton's Big Damn Band, the Everybodyfields, Bluehouse, Honky Tonk Train, and the Trespassers.

Local Glass retailer - SE?

I have some kitchen cabinet doors that need to be outfitted with glass as part of the completion of my kitchen remodel. Depending on cost, I'd also like to replace the wooden shelves with glass in order to let the built-in lights shine through.

Atlas glass on Hawthorne Bv, is one main contender, but I'm interested to find out if there are any other local glass suppliers that I should shop around with?

Introducing GiraSol (Sunflower), a new permaculture settlement breaking ground in November 2007. We invite you to be a part of this amazing experience by participating in a nine-day course designed to bring you competency in Permaculture and Earthen Building Methods.

Imagine yourself as part of that community…Living. Building. Playing.

This nine-day intensive design/build studio will combine natural building techniques (cobb, adobe, stone, straw/clay, passive/active heating systems) with presentations, discussions, exercises, and fun field trips.

GiraSol’s ground-breaking workshop will provide training in regenerative village design, natural construction and permaculture theory while establishing the GiraSol information center through hands-on work. The design will integrate a century-old adobe structure into a whimsical new building, seemingly sprung from the canvas of a Maxfield Parrish painting.

Led by mOceaN (Mark Lakeman), Lydia Doleman and Martin Shulke of Portland’s City Repair Project, the GiraSol Intensive will take place from 10/27/07 to 11/04/07. We will be camping as a group in the beautiful Baja desert, and all meals will be provided.

Basics

Location: GiraSol is a 200-acre parcel situated in Valle de las Palmas (Valley of the Palms), about 20 miles south of the U.S./Mexico Border and 30 miles from the Pacific Ocean between the major cities of Tijuana, Ensenada & Tecate. This new Center is on a vast tract of beautiful land in the valley, along a road from Ensenada to Tecate which is currently under construction. This road will bring unprecedented real estate development to this relatively undisturbed agrarian area. GiraSol strives to be a jewel in the Baja landscape by providing an example of sustainable community design.

Course Description: You will receive training AND become competent in the following areas:

1. regenerative village design and earthen building methods
2. biomass accumulation and use, plastering
3. roof framing
4. integrated landscaping
5. water catchment, re-use, and finishing methods.

Construction will be accompanied by discussions of the ecological features and benefits of each building phase. Through two field trips we will explore the local community by travelling to a wildlife preserve and taking part in Dia de los Muertos (Day of the Dead).

John Peterson, farmer and the focus of "The Real Dirt on Farmer John" is coming to TLC Farm on August 9th, the eve of the re-opening of his movie. John, along with film director Taggart Siegel will be at TLC Farm for a reception and discussion about art, film, farming and changing the world. “Due to the progress made during the snowy and rainy winter, and the diligent work this spring, we are confident the remaining construction milestones and interior build-up process will be complete by late July,” noted Ken Bodeen, store manager of the future IKEA Portland. Bodeen added, “now our primary objective is to continue hiring and training the nearly 400 local hires who will be joining the IKEA coworker family before we open.”

Offering 10,000 exclusively-designed items, IKEA Portland will present 50 different room settings, three complete model homes, a supervised children’s play area, and a 250-seat restaurant serving Swedish specialties such as meatballs with lingonberries or salmon plates, as well as American dishes. I just got this post and think its a perfect event to unite causes and awareness of Cascadia. It would be nice to see photo graphics (ideally in the news paper) with this bike tour under the "Doug" (Cascadian banner).

I would think that causes could be represented like critical mass, local economy, Cascadian bioregional awareness, the free schools, anti-imperialism, ecological sustainablity, carbon free living, permaculture and so much more of what Cascadia should be and is.

I'm helping to organize and will be taking part in a bike tour from Vancouver, BC to Berkeley, CA, to help build awareness of and live out the ideals of the organization BALLE, the Business Alliance for Local Living Economies. Our trip will take us through Oregon along the coast on Highway 101 (we may also be detouring through Portland for a day). I'd appreciate any recommendations for projects, businesses, and sites that are worth stopping for--independent, local businesses making a mark for their practices or promotion of local living economies, great sustainability and self-sufficiency demonstration sites, and the like. We are especially looking for places right along Hwy 101, as it is difficult for us to make our schedule while detouring much from our route.

The trip begins May 14 in Vancouver and ends May 31 in Berkeley. We expect to ride the Oregon coast May 18 - 24.

hair cuts

I need to get my hair cut so i can go into job interviews looking a little more professional.
But I have had bad luck with stylists because my hair is so think that they mis-judge how to cut it and the results arn't so good (it stands up - good for punk hair, not good for hip but not too hip for work hair)

Alan Greenspan, the former Federal Reserve chairman, offered a grim view on Wednesday of the world's rising vulnerability to high crude oil prices, saying he was skeptical that oil producers could pump enough crude to meet future demand.
Since the 1940s, U.S. consumers have shown an uncanny ability to shoulder rising energy prices, but consumers' immunity to oil price shocks was running out, Greenspan said.
"The United States, especially, has been able to absorb the huge implicit tax of rising oil prices so far," Greenspan told the Senate Foreign Relations Committee in his first congressional testimony since leaving the U.S. central bank earlier this year. "However, recent data indicate we may finally be experiencing some impact."
Greenspan was appointed Fed chairman by President Ronald Reagan in 1987, and served until Jan. 31 of this year.
Lawmakers would occasionally call on Greenspan to speak on energy issues when he was chairman, but his views were still highly sought on Capitol Hill.
Since 2004, crude oil prices have doubled. Since the start of 2002, the cost of a barrel of oil has soared by $50.
Crude oil prices have stubbornly stayed above $70 a barrel despite OPEC and other world producers pumping to capacity. Prices are still within striking distance of the $75.35 a barrel record set in U.S. futures in April.
Greenspan warned that a big oil price increase could spur "a significant contraction in the economy."
Greenspan said that few of the world's dominant producers, aside from Saudi Arabia, see the danger that rising crude oil prices pose to the economy, and to their sustained ability to sell oil.
Saudi Arabia is the only country with enough untapped reserves to meet future short-term energy crunches, and has unveiled a $50 billion plan to lift output capacity by 1.5 million barrels per day by 2009.
Greenspan said while U.S. businesses had so far been able to improve productivity to compensate for costly energy, households were suffering from higher gasoline prices.
"Current oil prices over time should lower to some extent our worrisome dependence on petroleum," said Greenspan, who now runs a private consultancy. "Still higher oil prices will inevitably move vehicle transportation to hybrids, and despite the inconvenience, plug-in hybrids."
Greenspan warned that the buffer between supply and demand was extraordinarily thin and that price spikes were a risk.
"The balance of world oil supply and demand has become so precarious that even small acts of sabotage or local insurrection have a significant impact on oil prices," he said, adding that global refining capacity was still too limited.

something to think about .. a Cascadian Bioregional Event?

I just got a forward of a forward that reached me about a center focused on the Dom (Gypsies or Roma who live in the Middle East and Africa) that is using the Dom/Roma flag in a auction to generate money to help finance education for some Dom students (I think a good cause). So I just got it and thought "Hey great idea... maybe we could get some people to make hemp based Doug flags and auction them off for some funding too.. like a Cascadian Multicultural Event or a De/Reconstruction of Cascadian History Fair or even just a Cascadian Bioregional Festival". We could have booths with food, drinks, local crafts, local economy and andsustainability booth. Maybe even a potlatch or salmon bake.

Anyone interested who has been part of an event? Anyone maybe associated with Portland's City Repair or the Burning Man or any events in the past about sustainability? Maybe a Peak Oil booth could be hosted there or an EndCorporatePersonhood table? Can you imagine local microbreweries getting involved from McMinimins to Fish Tail Brewry (with their Cascadian brew). Imagine smoke salmon and local artists. I would suggest making contact with the various tribes (like the Grand Ronde) who share in the cultural diversity of of our bioregional landscape (infact they are its foundation). Imagine local gardeners and nurseries along side a both for permaculture. Or the various salmon groups like Salmon Nation and Cascadia Scoreboard.

So any opinions or ideas?

The Power of Community: How Cuba Survived Peak Oil [2006 Community Service Inc: The Community Solution program, DVD 53 Min, ISBN 0-910420-32-7] is a marvelous film that provides a welcome contrast to the abundance of toxic, depressing predictions for the future in the world of post-Peak Oil. All who have been demoralized by the succession of books foretelling societal disaster post-Peak Oil can take hope and learn from the experience of Cuba following the collapse of the Soviet Union.

Cuba's Peak Oil preceded the world's by ten years or more. In the early 1990s, Cuba's curtailed supply of Soviet oil resulted in major challenges: both how to feed the nation and how to sustain an economy on much less readily available energy. Hunger and a paralyzed transportation and industrial system were imminent. Initially the Cuban government imposed rationing to assure everyone had access to the basic necessities, as some of us will recall was done in the US during WWII. But that only managed the severe shortages. The Cuban people responded to the food crisis by largely abandoning their large scale agricultural system based on fluid fossil fuels and by developing a system of locally managed and operated farms and urban plots worked sustainably. Virtually every arable acre of land has been employed. Farmland that for years had been poisoned by over-reliance on oil-based pesticides and gas-based fertilizers and degraded by mechanized cultivation has been regenerated and replenished with soil-enriching organic farming techniques that require more individual labor but much less fossil fuels.

Rather than degenerating into factional, fratracidal conflict over the diminishing food supply, Cuba's Peak Oil necessitated societal changes that resulted in more and better cooperation among neighbors for the local good of communities. Jobs that formerly required heavy industrialization are now managed on a much smaller scale using human or animal power in place of mechanization. Transportation has altered radically. Initially the Cuban government obtained millions of bicycles from China to supplant the fleet of private motor vehicles. Now, fuel remains scarce, and is used largely for an enhanced public transportation system that includes buses carrying up to three hundred passengers.

Obviously the innovations and techniques applicable to subtropical Cuba may not be suitable in specific detail for adoption in Eurasia or North America. But the spirit of resourcefulness and return to personal and cooperative group effort is hopeful and inspiring.

Although this film appropriately indicts the United States for its long-term, ongoing embargo of Cuba, its principal message is the ingenuity, perseverance and ultimate triumph of the Cuban people over unanticipated crises. As, decades too late, the reality of world Peak Oil dawns on the rest of the planet, it is deliciously ironic that Cuba not only has survived the enmity of its northern neighbor, but - perforce of its own misguided reliance on a transient foreign source of energy - has shown a way to persist and survive sustainably. The keys are three C's: community, conservation and cooperation.

As one speaker put it: "Work with the planet, not against it!" For millions of years life on Earth has persisted and evolved in concert with the chemical, physical and biological processes in the environment. The advent of the Age of Liquid Fossil Fuels brought humanity the ability to jump start and force-march many of these processes at terrible cost to the planet's environmental viability. In the waning days of the Oil Age, it is time for humanity to relearn the lessons of the past tens of thousands of years of civilization: life, human and otherwise, on Planet Earth can recover and maintain its viability and sustainability only as we rediscover working WITH this planet's environment, animate and inanimate, not against it!

There are many lessons for America and the rest of inhabited Earth to learn, adapt and employ from the successful experience of Cuba, a bellwether and stalking horse in the quest for viable ways to continue to occupy this planet sustainably. If only we will but do so!

May 2nd 1843 Champoeg Founders Day

May 2nd marks Founders Day which in 1843 was the first western style democracy west of the Rockies. Maybe for Cascadians this should mark a day to honor our Bioregion. Today Founders Day is honored on May 6th with events at Champoeg State Park. The original meetings for the final decision in 1843 were called the "Wolf Meetings" in which the European settlers were concerned about preditorial animals and "vermin". These meetings led to the Europeanization of the Willamette Valley and the rest of the Cascadian bioregion. Maybe a reopening of the "Wolf Meetings" could address the damages of ecocide and Europeanization of the landscape as well as the ethnocide of Native People.

For many Cascadians the first days of May should hold a value for several different reasons. For those conscious of labour movements (workers and the politally left) May Day was the international workers day marked with historical tragedies. This should be a history everyone should learn and honor those that fought and still fight for the rights and safety of all of us. For those Cascadians who honor various religious or spiritual paths associated with changing seasons and Nature then May Day marks an ancient holiday often celebrated as Beltaine. Also the day following May Day should have historical signifigance for Cascadians, Oregonians and the people of the various states and provinces that were the Old Oregon County. May 2nd marks the anniversary of "Founders' Day" the day in 1843 when European and mixed settlers in the French Prairie (within the Willamette Valley) at town of Champoeg voted to create the first independent western style democratic government. Those dedicated to preserving American national mythology about those events often simply claim it was an election decide on whether the Oregon Country should join the USA. The reality as in many cases with nation-state mythology is that the situation was far more complex that Amerikan nationalists would have people believe. Almost half voted against formation of an independent government for various reasons. For some because they were employed by the Hudson Bay Company that already managed for British citizens (including French Canadians and Metis) juridical matters in the region. For some it was fear that the US Americans were quickly spreading across North America using Anglo-American immigration to change the political landscape and therefore challenge any and all other residence of the region (Texas, California and the rest of the Mexican Cession where in the process of Amerikanization at the time). Some voted in favor of the formation of a government because of the lack of legal status for some residents that migrated from the US (the Ewing Young case was the prime legal case for that reason). Others voted for establishment of a government with the idea of a Republic of the Pacific in mind independent of the US (Osborne Russell even ran for the first Provisional Governor position in 1845 from the Independents stance). Thomas Jefferson himself sent the Corp of Discovery as a scientific exploration and deplomatic mission to the lands west of the Stony Mountains (the Rockies) not as US Amerikan national mythology suggests as exploring future conquest or annexation, but originally Jefferson envisioned the region as a future Republic of the Pacific independent and on its own path to a parallel democratic tradition. It was American expansionists like president Polk with a the campaign slogan "Fifty-four Forty or Fight!" and American nationalist journalist John Louis O'Sullivan with his concept of Divine American Imperialism in the concept of "Manifest Destiny" that drove the idea that the Oregon Country was the "property" of American Empire. Of course all this ignored what Native People and other residents thought in the region.

In Chinook Jargon the land west of the Rockies was called Chinook Illahee meaning land of the Chinook Jargon Speakers.

Using historical and civil events to deconstruct our shared history maybe one method to getting the meme out about Cascadia.

Unfortunately today the park system does not celebrate Founders Day on its origianl May 2nd, but does honor that historic event on May 6th at Champoeg (near Wilsonville).

Recent statistics show a disturbing trend. Northwest Environment
Watch reports that the population of Cascadia—Washington, Oregon,
Idaho, and British Columbia—is booming. It's not birth rate but
migration from other states and provinces that is driving up the
numbers. In the past 12 months, 227,000 folks have moved to the
region. That's a 1.5 percent population increase in a year, due
almost entirely to what they call "domestic migration." In other
words, thanks, California.

Growing the most is Washington. The Seattle Times finds that
Washington's population has grown by more than 400,000 people from
2000 to 2005. We're America's 14th most populous state and the 12th-
fastest growing. The Times reports that the state's demographer,
Theresa Lowe, predicts Washington will continue to draw more than
100,000 people per year for the rest of the decade as our population
soars to 6.8 million.

Clearly, we are not doing enough to make ourselves unappealing to
the rest of the country. Despite all the dire predictions that we
would drive away people with the bad breath and acne-blooms of high
taxes, overpriced real estate, and onerous laws and regulations, we
have not done nearly enough to make ourselves repellent. I mean,
when Boeing stormed out of Seattle and relocated its corporate
headquarters in Chicago, you would have thought we were some kind of
drooling plague monkey. Even the dot-com bust failed to be a
deterrent to growth. Our state is adding tons of jobs, and our
vaunted "livability" apparently has the appeal of a Paris Hilton sex
video.

Mossback doesn't like the ways things are going. Too much growth,
too much change, too many outsiders trying to grow palm trees—or
skyscrapers—in our backyards. I think the only way to turn this
thing around is to adopt measures that will turn newcomers off, yet
reinforce local values.

Make Room!

The good ship Cascadia has another 227,000 passengers.

The US Census Bureau has issued population estimates for the states,
which allow us to give an updated Cascadian population tally. As of
July 1, 2005, the region – counting British Columbia, Idaho, Oregon,
and Washington – had 15.6 million people. (Adding western Montana,
southeast Alaska, and northwestern California pushes that figure up
by another million or so, but running the county-by-county figures
takes more time than I've got at the moment.)

The (four main jurisdictions of the) region added 227,000
inhabitants over the preceding 12 months. That's about the number
that live in greater Olympia, Washinton. And it's a 1.5 percent
increase, the largest since 1997.

The resurgence stemmed from rising domestic migration into the
region. Natural increase (births minus deaths) remained stable at
around 70,000 per year, as did international migration at around
50,000 per year. (International migration is hard to tally reliably
at present. As the Census Bureau's American Community Survey comes
online, we'll be able to track it better.)

The extra 227,000 Cascadians, especially the adult migrants, bring
new resource consumption, pollution, and traffic as they arrive. But
just to be unpredictable today, let me point out that they also
bring new talents, productivity, and resources with them.

One dimension of in-migration that's little noted is the way that
growing populations allow more-rapid transformation of metropolitan
areas. Cities that don't have growing populations do not have many
opportunities to build complete, compact communities, filling in
their urban form. And compact communities can actually reduce
resource consumption among their residents. It's conceivable, in
fact, that adding population--if it goes into the right kinds of
smart-growth neighborhoods--might lead to such large per-person
reductions in resource consumption that the aggregate total remains
unchanged or even diminishes.

So migration brings big challenges (about which there's more here)
but it also brings opportunities.

Feeling crowded? More folks on the way

With an estimated 6.3 million residents, the state of Washington has
edged out Indiana to become the nation's 14th most populous state,
recent census estimates show.

Washington continued to attract people from across oceans and around
the country — particularly from California, which has seen more than
660,000 of its residents move to other states so far this decade.

"It's like having a great, big nation right next door to us," said
Theresa Lowe, the state's chief demographer. "In the last few years,
they've dumped hundreds of thousands of people on Western states.
How California does makes a big difference in how the Western states
as a whole do," she said.

With the 2000 decennial census as the base, the Census Bureau
estimates annual population for states, counties and cities using
births, deaths and immigration records, tax returns and other data.
Estimates for counties and cities will be released next year.

Net domestic and foreign migration, along with natural growth
(births minus deaths), boosted Washington's population by 400,000-
plus people between July 2000 and July 2005. The 6.4 percent growth
rate made Washington the 12th-fastest-growing state in the nation.

Population facts

Southern states recorded both the fastest growth rate (7 percent)
and the largest population increase (6.9 million people) this
decade.

The South accounts for 36 percent of the nation's total population,
while the West comprises 23 percent, the Midwest 22 percent and the
Northeast 18 percent.

The 10 most populous states accounted for 54 percent of the nation's
population on July 1, 2005.

Only North Dakota and the District of Columbia lost population over
the past five years.

Over the same period, the nation's population rose 5 percent to more
than 296 million residents.

The Census Bureau's mid-decade estimates show growth tilting South
and West, with states in those regions experiencing huge population
spikes.

Lowe's population forecast calls for that trend to continue in
Washington, with the state drawing more than 100,000 people a year
to reach 6.8 million by the end of this decade.

Politicians and political analysts closely watch these mid-decade
estimates for clues as to how the 435 U.S. House seats might be
reapportioned following the 2010 decennial census.

There's speculation Washington could win a 10th House seat in the
next census, if current population trends continue.

California remains the most populous state, with more than 36
million residents. Over the past five years, California has
compensated for its domestic population losses by attracting some
1.3 million immigrants, far more than any other state.

Still, Washington folks believe this state has the economic edge.

Global companies seeking West Coast operations see cost advantages
to locating in Washington instead of California, said Jeff Marcell,
vice president of economic development for enterpriseSeattle, which
promotes economic development.

In making their own population forecasts, state demographers compare
employment opportunities in Washington with those in California and
the rest of the nation, Lowe said. In the past year, she said,
Washington has added 85,000 jobs.

"One of the reasons we're doing so well is that California and the
rest of the nation have not done as well," she said.

In the five years since the Census Bureau went door-to-door counting
heads, Washington has drawn about 81,000 people from other U.S.
states — more than half of those arriving during the 12 months
between July 2004 and July 2005, estimates show.

But this state's big population driver has been movement from
outside the country. Foreign immigration added an estimated 126,000
people this decade, the Census Bureau reports.

Noting that one of every three jobs in the state of Washington is
related to international trade, Marcell said, "We're quite
fortunate ... to have global companies that do business all over the
world — Boeing, Microsoft, to name just two.

"And of course they continue to attract talent from around the
world."

As a child I remember listening over and over to a song that even then (1974) I thought Oregon (Washington was always seen as just northern Oregon and BC even farther northern Oregon) should be its own country. So for years I have search for this song again. Sure its not Nirvana or Rage Against the Machine or Tool, but remember it was a time when songs like Grand Funk Railroad had a hit like "I am your captain" was popular. Back then I thought it would be a perfect "national anthem" ok now I would call it a bioregional love song.

I always heard that the song "Oregon (I can't go home)" was about an Oregonian imprisoned somewhere.

Picture-a resident took of the oppressors.
Twice in the last month 20-30 marine reservists, fully attired in camo, and armed to the teeth with semi-automatic machine guns patrolled the streets of downtown Toledo, OH for an entire weekend. The Blade said they were authorized to fire live blanks at innocent civilians. I first noticed them outside the window of the school where I teach...they walked within feet of a bus stop where two schools worth of students stood confused, scared, and horrified. I took the following photo from my 4th floor window...

Marines reservists training downtownMarch 9, 2006 - Expect to see men and women in uniform and their Humvees in Toledo over the next few days.

For the second time this year, members of the 1st Battalion, 24th Marines will hold training exercises in the Toledo area. The Marines are from Lansing, Michigan and Perrysburg, Ohio. They were also in Toledo at the beginning of February.
The Madison building downtown will serve as the staging area from Thursday morning through early Sunday morning. City officials say this drill will be larger in scope than previous exercises, and will also include other areas in Lucas and Ottawa Counties. The city says downtown visitors shouldn't experience any disruptions.

The Marines consider the training important in preparing for deployments to Iraq and Afghanistan. The drill is scheduled to begin around 6:00 p.m. Thursday and end at 3:00 a.m. Sunday.

Why are Marines Training in US Neighborhoods?
The Toledo Blade is reporting that the US Marine Corps is again conducting urban warfare training exersizes in the streets of the USA, this time attacking downtown office buildings in Toledo, Ohio.

Are we to believe that this is to help them in their imperial mission overseas? That downtown office buildings in Ohio more closely resemble the terrain in Iraq than custom built taxpayer set pieces on the hundreds of bases around this country?

Or is it simply that they want the soldiers and citizens to get used to seeing each other in such circumstances?

Marines on a mission
More than 100 members of Charlie Company train in the streets of Toledo for duty overseas

TOLEDO - Armed Marines in full battle dress uniforms patrolled the streets of downtown Toledo last weekend, dodging sniper fire and remaining vigilant for improvised explosive devices.

Although it was merely a training exercise, Marine Corps reservists from Lansing's Charlie Company, 1st Battalion, 24th Marine Regiment, 4th Marine Division, treated it as though it were real.

That's because the time spent in the northern Ohio city could save their lives.

Charlie Company, made up of more than 100 men, expects to be deployed overseas, likely to Iraq, later this year. It will probably provide security in an urban area.

Their weapons may include the M16 equipped with ACOG (advanced combat optical gunsight), the squad automatic weapon and the MK19 grenade machine gun.

"We try to be ready for anything," said Lance Cpl. Paul Kreider of Portage. "I think it is going to be valuable to (have been) in that kind of environment, utilizing multistory buildings, and acting as we would in reality instead of just trying to visualize the situation."

Maj. Kevin Yeo, Charlie Company's commander, said the training allowed his men to deal with traffic and pedestrians as they would in a real situation. Toledo citizens were told about the training in advance and asked to keep their distance from the Marines.

"We don't have a training area that can match this for sheer size," Yeo said. "The city of Toledo was very gracious and good to us by agreeing to open the downtown area for this exercise."

The company still has a lot to do before being deployed, said Lance Cpl. Derrick Fodera of East Lansing.

"Once we get there, we will be expected to take charge," he said. "When we do, we want to do a good job."

Hannah Cappelletti, a Holt High School teacher, said the preparation gives her more confidence that her husband, Lance Cpl. Nicholas Cappelletti, will return home safely.

"He was in Iraq before, just after we got married," she said. "I think there is a general awareness that it's going to be different this time. They're going to have to watch their backs more."

biggest military operation since the invasion of Iraq in Samarra. I
wonder how far Samarra is from the major oil lines near Mosul (just
pondering out loud)?

I would strongly advise all to entrench NOW. Talk to friends,
family and those you can rely on. Forget the debt.. it will be
pointless soon if everyone else is going under too. Start pushing
peope to think "outside the box" .. stop living through the old
rules because those rules will not apply (Hell they actually do not

Nine indicators prove that the crisis is unfolding:

Nine indicators developed in this month's GlobalEurope Anticipation
Bulletin N°3, which I coordinated, out of which 5 are presented in
this public communication, enable LEAP/E2020 to confirm the
beginning of a global systemic crisis by the end of March 2006. The
recent international trends that particularly affect the
international financial system, and the preoccupying trends in the
US, namely as concerns the reliability of statistics on the US
economy[1], have brought our research team to conclude that this
global systemic crisis is already unfolding.

M3[1] is really the decisive indicator
As illustrated by most of the 5 indicators developed in the present
communication, the last weeks have confirmed how decisive is the US
Federal Reserve's decision to stop to publish M3[2] on March 23,
2006. LEAP/E2020 is now convinced that this decision anticipates a
period of acceleration of money-printing by the US, concealed behind
public declarations of inflation handling, that will result in the
collapse of the US Dollar and in the monetarisation of the US debt
(public and private), which a growing number of US experts now
estimate that it will never be reimbursed[3] considering its
gigantic amount in constant growth (the US public debt now
represents more than 8,000[4] billions dollars, i.e. about 4 times
the federal budget in 2006[5]). According to the very conservative
Heritage Foundation, if we take in consideration the consequences on
the budget of recent decisions made by the Bush Administration
regarding health and pensions, the real debt is of 42,000 billions
dollars, i.e. 18 times this year's federal budget, and 3 ˝ times the
US GDP in 2005[6].

mainly focused on the question of M3, the real-estate bubble, US
deficits and the reliability of figures on the US economic
performance. These reactions have led LEAP/E2020 to concentrate this
second communication on these aspects of the global systemic crisis,
all the more since a number of very preoccupying facts appeared in
the last weeks.

The real-estate bubble starts collapsing
Some of the predictions made by LEAP/E2020 already became true such
as the collapse of the real-estate bubble in the US (for the first
time in 5 years, new-home sales slid 5% in January 2006 compared to
January 2005; and the stock of homes for sale languishes up to 6
months, a figure never reached since 1988[10]). The end of the real-
estate bubble will progressively affect the consumption of US
households, one highly depending on their growing debt due to
mortgage loans calculated on the basis of their home's value[11]. In
parallel, the slow-down in the housing-related sector will directly
affect employment, knowing that this sector alone has been providing
40% of private job creations these 5 last years in the US.
currencies of emerging countries are really the first ones to be
affected by the unfolding crisis
During the week of February 20, 2006, Iceland's Krona was downgraded
by a credit rating agency calling the country's credit deficit
unsustainable. The National currency instantly plummeted 10%,
causing emerging market currencies such as the Brazilian, South
African, Mexican and Indonesian currencies[12], to decline due to
the speculative positions taken by operators acting on those
markets. During the week of March 6, 2006, it was the turn of
Central and Eastern European currencies[13] to plummet as a result
of excessive deficits and of the implementation of new policies
(increased interest rates and/or removal of liquidities) by the
European and Japanese central banks. Finally, since March 14th 2006,
Arabic stock markets are crashing down[14], including of course in
Saudi Arabia and the Emirates (with a loss of already more than 15%
and local experts predicting final losses up to 50% or 60%).
and the crisis of confidence in the US economy really plays a key-
role in the release of the global crisis
Among the aspects suggesting that the crisis is already beginning,
there is the scope of the impact of LEAP/E2020's February 2006 Alert
itself, which indicates a high level of worry worldwide. According
to LEAP/E2020, the international financial system, and in particular
its dollar-base[15], now mostly rely on two interconnected pillars:
on the one hand, the trust actors put in the system itself; and on
the other hand, the statistics describing the systems' trends.
Regarding the second pillar, the impact of the LEAP/E2020 Alert is a
significant indicator itself worth the analysis[16]: with dozens of
millions of page views, hundreds of thousands of individual visitors
on www.europe2020.org , spontaneous translations of the paper in
some twenty languages, being posted on hundreds of websites, medias
and blogs worldwide, and the popularity of the analysis in the US
themselves, all these elements reflect a growing worry about the
system's trends. This element is indeed an integral part of the
global systemic crisis given that psychological factors, such as
confidence, have become central in the system.

Five out of nine indicators suggesting an acceleration of the
process of crisis
These are five out of the nine indicators proving, according to
LEAP/E2020, that the system crisis is unfolding:
1. the US government operates in technical default since mid-
February 2006, the debt ceiling authorized by the Congress has been
reached since then. Since this date, the US government has suspended
sales of the Ť State and Local Government series (SLGS) non-
marketable Treasury Securities ť designed to enable the printing of
Treasury Bonds[17]. According to US Treasury Secretary John Snow, if
by mid-March, the Congress has not voted a rise of the statutory
debt ceiling by 800 billion dollars (i.e. 10% of the current ceiling
of 8,200 billion dollars, which was already raised twice in the last
3 years), the technical default will become very problematic.
2. Unexpected resignation of the Fed's vice chairman, Roger
Ferguson, in charge of crisis management, one week after the
publication of our Alert while he had 8 years left to serve[18].
Roger Ferguson had won high marks for his handling of the Fed's
initial response to the Sept. 11, 2001 attacks, which occured while
Greenspan was in Europe. His opposition to the strategic choices
made by new Fed's chairman, was notorious.
3. Bank of China's decision to allow investors to buy and sell gold
using their USD in order to diversify its holdings, today mostly in
USD[19].
4. Continued increase of US public and trade deficits in 2006
(respectively $119 billion in February et $68,5 billion in January)
showing that current trends are not handled: on the contrary the
drift accelerates. The deficit of the monthly budget review is the
highest ever recorded. Washington no longer tries to mention
improvements, but prefers to explain that these deficits do not mean
anything because "the economy has changed". This type of explanation
was used too on the eve of the collapse of the Ť Internet ť bubble,
referring to the Ť new economy ť.[20] For information, along these
last five years, the US borrowed more money from the rest of the
world that they did in their cumulated history going from 1776 to
2000[21].
5. Growing doubts in the US themselves on the reliability of US
economic statistics[22], leading to counter-analyses showing that in
the last three years, the US GDP is in fact decreasing and not
increasing[23], and that the real inflation today rates between 6
and 12% (with direct consequences of course on the real
profitability of the various types of investments).

Three different measures of the consumer price index: in blue, the
method used under the Clinton-presidency, in orange, the method used
by the Bush administration, and in yellow, the method currently
elaborated by US authorities.

Anticipation is therefore really required in order to limit the
damage
A systemic crisis expands like a tsunami progressing through an
ocean and hitting different coasts at different moments. When the
wave hits a coast, the tsunami has been formed already long ago. An
early information is clearly the only way to take some safety
measures. In any event, considering the nine indicators developed in
GEAB 3, it is now clear for LEAP/E2020 that the crisis is entering
its release phase.

Considering the significance and the convergence of the trends
confirming the anticipated systemic crisis, only trends as powerful
could reverse the evolution described by LEAP/E2020. Until today,
LEAP/E2020 was not able to identify the smallest of such reverse
trends. Contrary to what some may say, Ť crises happen even when
they are not of collective interest ť (WWI or the 1929 crack already
proved that). The Iran crisis, the Irak civil war, or the
deterioration of US deficits prove that our international leaders
have no hand over the events. It is vain to hope that they will in
the last minute appear as Ť deux ex machina ť and solve problems
that they contributed to develop in the last decades. Lastly, in
case a crisis occurs, and contrary to what happened in the last
decades, the Dollar will not act as reserve currency anymore due to
the fact that the loss of confidence in the US and in their currency
(including for the Americans themselves) is precisely one of the
characteristics of this new crisis.

Apart from the analyses detailed in its monthly bulletin, LEAP/E2020
would like to give two clear advices to the readers of this public
communication:
- during the unfolding of a global systemic crisis, the main
strategy to adopt consists in diversifying as much as possible one's
holdings, because given the unpredictability of the unfolding, only
a diversification can limit the loss. It is important to bear in
mind the following aspect: in a context of general crisis, the aim
is no longer to gain more but to avoid losing too much.
- as regards currencies, LEAP/E2020 noticed that its strategic
analyses and advices concerning the Euro were largely read and
commented at the highest level of the Eurozone governance system.
This reinforces our feeling that Euroland will be in the coming
months the only monetary area capable of resisting to a Dollar
crisis. Decision-makers have grown aware in the proper timing of the
measures to take on D-Day.

The Fed's New Secret Could Mean Big Trouble

The Federal Reserve Bank's decision to discontinue publishing M3
money totals is an inflationary omen.

The money supply (M3) is such a boring topic that most people don't
bother to pay any attention to it.

In fact, outside of economists, stock and bond investors and
bankers, not too many people care about how many U.S. dollars are in
the world.

However, a recent decision by the U.S. Federal Reserve regarding the
M3 will likely have serious ramifications that none of us will be
able to ignore. Here is why.

The United States is a nation of debts and bubbles. U.S. debts,
deficits and unfunded promises total in the tens of trillionsUSA
Today says it is close to $53 trillion for just the future benefits
promised under Medicare, Social Security and government pensions.
And each year the problem gets worse as the government continues to
borrow money to fund current spending.

As the nation sinks further into debt, and as more of the $53
trillion in unfunded promises comes due (the first of it starting in
2008), America will rapidly find it more difficult to pay its bills.

The United States has already proven that it is unwilling to cut
services or raise taxes in any meaningful way. Instead America's
leaders have chosen to continue to borrow more money to pay for the
standard of services America has become used to. The last time the
United States actually paid some of its national debt was in 1960,
and even then it was a miniscule amount.

While the debt's growth has shown no signs of slowing, the housing
market's growth now looks like it has. Several major metropolitan
cities across the U.S. now show negative or zero price growth. But
the U.S. cannot afford a slowing housing market, let alone a housing
bubble bust.

"Cash-out" refinancing, provided by soaring real estate prices, has
enabled much of the voracious consumer spending over the past few
years. Since consumer spending now accounts for over two thirds of
U.S. economic activity, if spending falters, so does the economy.

Furthermore, over the last few years, the housing boom has accounted
for about 40 percent of all new American jobs created in the private
sector.

So what does M3 have to do with debts and housing bubbles?

In general terms, M3 is the only number the Federal Reserve
calculates that shows how many dollars are in the system. By
watching this number, economists and investors can determine the
growth of money in the financial system.

However, as of March 23, 2006, the Federal Reserve Bank will no
longer publish M3 figures.

Why would the Fed do this? The Federal Reserve Bank's official
reason is "that the costs of collecting the underlying data and
publishing M3 outweigh the benefits." However, this explanation
sounds questionable because M3 is a number that many economists and
financial analysts study, and is also a number that the Bank of
Canada, the rest of the G7 nations and many other European countries
rely heavily on. As financial analyst David Chapman of Bullion
Marketing Services reports, "[O]f the Fed's monetary numbers only M3
was of major importance " (www.bmsinc.ca, Nov. 10, 2005).

There is, however, a more likely reason for M3 discontinuance: that
is, dollar devaluation.

A crisis is coming. America is facing huge debts, and the economy,
which has become largely reliant upon the housing bubble, looks
increasingly like it is about to pop.

There is only one way the government will be able to keep up with
its debt (at least in the short term)and only one way that the
government will be able to get enough money to mop up the housing
bubble bust that is coming.

That way is to print the dollars that will be needed.

By no longer publishing the M3 statistics, the Fed can hide how many
dollars are being created.

Of course, as more dollars are created beyond demand, they
eventually become worthless. By hiding how many dollars are in
circulation, it appears the Fed is trying to prolong the dollar's
value.

LEAP/E2020, a European economic think tank, says that "[f]or some
months already, M3 has significantly increased (indicating that
[money printing] has already speeded up in Washington) ."

In fact, LEAP/E2020 thinks this is such a huge event that it is one
of two factors (the other being the proposed Iranian oil bourse)
that will have a negative impact on the U.S. dollar "comparable to
the impact of the fall of the Iron Curtain in 1989 on the `Soviet
Bloc'" (ibid.).

Considering the Federal Reserve Bank's decision to stop publishing
the M3 data, American consumers can expect to see a growing trend of
dollars devaluing, savings becoming less valuable, and having to pay
hyperinflationary prices for basic needs.

collapsed several years ago, because I believe the Amerikan Empire
is very near this too especially in the next couple of weeks as the
US FED discontinues reporting M3 (March 23) and the Iranians switch
from petrodollars to petroeuros. Ofcourse a US attack on Iran could
add more chaos as corporatists use a nuke or "conventional"
smokescreen to rob more of the masses.

themselves out after the economic collapse. But before we export

Enron's plundering of Argentina

In 1990, at the height of the neoliberal privatization fever, upon
returning from his visit to George Bush, Sr., Argentine President
Menem received a letter from US Ambassador Terence Todman implying
that eight US companies would walk away from their investment plans
unless Argentina stopped favoring domestic corporations. The first
company on the list was Enron. As reported in the march 2000 edition
of Mother Jones, former Argentine President Carlos Menem, at that
time a golf partner and buddy of the Bushes, signed off on a $300
million deal for a US gas pipeline company in Argentina. The deal
involved a huge tariff and tax cut. Spearheaded by the opposition, a
congressional investigation ensued and a special prosecutor was
appointed to the case. Menem, exercising his supreme powers, fired
the investigator and that was the end of the matter.
A few years earlier, George W. Bush had lobbied heavily on Enronąs
behalf. Former Raul Alfonsinąs minister of public works, Rodolfo
Terragno, recalls G.W.ąs phone call, mentioning his relationship
with his recently-elected dad. Terragno informed him that Enron
wanted to get the gas company for 20% of itąs international
commercial value. The international media attacked him for refusing
to give in to Enronąs demands.
Although the Houston-based corporation ended up abandoning the
project when gas prices fell, an Enron subsidiary later bought into
the pipeline and now owns almost a third of it. Transportadora de
Gas del Sur (TGS), partially owned by Enron, delivers more than 60%
of the natural gas used in Argentina through the nation's largest
pipeline system (4,300 miles). In 1998, 48% of energy used in
Argentina came from natural gas, a fact that tends to explain the
enourmous pressure that this company exerted on the corrupted
Argentine establishment through itąs allies: two US presidents, the
corporate media and a US Ambassador.

LAST WEEK, the Web site SatireWire.com ran a mock news story: "Enron
Admits It's Really Argentina." It was pretty funny, though quite
unfair -- unfair, that is, to Argentina.
Yet, the satire was more on point than its authors realized. Not
long ago Argentina, like Enron, was a darling of the financial
community. And like Enron, Argentina was held up as a role model, to
a large extent by the same people -- Argentina's monetary system, in
particular, was lauded in the pages of Forbes and the Wall Street
Journal, and feted at libertarian think tanks.
Why did the same people tend to admire Enron and Argentina? Because
in their different ways, both the company and the country tried to
turn back the clock to 1913. Both were experiments testing the
libertarian credo: that the great expansion in government's role
between the two world wars was unwarranted. Both were supposed to
demonstrate that government activism is unnecessary, and that
radical laissez-faire works.
The Enron experiment was, in essence, about doing away with
regulation -- regulation of prices, regulation of financial trading.
Most of these regulations had their origin in fear that consumers,
workers and investors would be exploited by those whom Theodore
Roosevelt called "malefactors of great wealth."
Enron used its political clout to create what one of its own
executives called a "regulatory black hole" in which it could
operate freely.
What Enron's admirers believed was that experience would demonstrate
fears about unregulated markets to be unjustified. Unfortunately,
what disappeared into that black hole was not bureaucratic clutter
but billions of hard-earned dollars, including those of Enron's own
employees. Or maybe it wasn't a black hole, but rather a wormhole,
and those billions of dollars emerged in some other universe -- say,
overseas bank accounts. For it turns out that malefactors of great
wealth do exist, and some of them were running Enron.
If Enron was an experiment in doing away with regulatory activism,
Argentina was an experiment in doing away with monetary activism.
Argentina returned to a colonial-era monetary system, a "currency
board," which took government out of the loop. No more lurching from
crisis to crisis, no more disruptive government interventions:
Argentina would provide sound money, and leave the rest up to the
free market.
Though Argentina attracted the usual opportunists, I'm pretty sure
that both the creators of its monetary system and many of its
admirers sincerely believed that they were working in everyone's
interest. Alas, these particular good intentions paved the road to
hell.
In the last few weeks, the bitter irony of Argentina's situation has
become almost too much to bear. The country's monetary system was
introduced in the name of laissez-faire. Now, in its desperate
efforts to save that system from imminent collapse, the Argentine
government has imposed drastic restrictions on economic freedom.
Now don't get me wrong. I'm not one of those people who think that
markets are evil, that the profit motive is always wrong. On the
contrary, I believe that markets are very good things indeed. But
the great economic lesson of the 20th century was that to work, a
market system needs a little help from the government: regulations
to prevent abuses, active monetary policy to fight recessions. The
twin debacles in Houston and Buenos Aires demonstrate that this
great lesson has not lost its relevance.

Do a quick search of the Web on the terms Enron and Argentina and
you mostly get either references comparing the two, or a recent
satire in which Kenneth Lay claims immunity by claiming Enron IS
Argentina. You might even stumble on the Mother Jones article
detailing Dubya's lobbying of the Argentine government on behalf of
Enron when he was governor of Texas.

It turns out (not surprisingly given the extent of Enron's global
interests) that Enron is very deeply involved in Argentina. Its
holdings there are in Transportadora de Gas del Sur (TGS), whose
website describes the company as "the leading gas transportation
company in Argentina, operating the most extensive gas pipeline
system in the country and in Latin America." Enron's own website
says "The company serves 4.3 million customers, 3.1 million of which
reside in the greater Buenos Aires area."
To understand the significance of these figures it's worth noting
that in 1998, 48% of energy use in Argentina came from natural gas
(as quoted in a report posted by the Brazilian Embassy in Washington
DC, which tracks such things because of the international pipelines
being laid across countries in the region.)
And here's one from MSN's 'Moneycentral' site: 'Don't cry for
Transportadora de Gas del Sur (TGS), Argentina. The company delivers
more than 60% of natural gas used in Argentina through the nation's
largest pipeline system (4,300 miles). Formerly state-run, TGS holds
exclusive license (until 2027) to transport gas from southern and
western Argentine sources to distributors nearby and in the Buenos
Aires metro area. TGS's gas services include treatment, processing,
and liquefied petroleum gas (LPG) marketing; the company plans to
export energy to neighbouring countries. It is also building a fibre-
optic network in Argentina. The firm is 70%-owned by Compańía de
Inversiones de Energía, which is jointly controlled by Perez Companc
and US energy giant Enron.'
That's right, Enron. TGS's own website spells this out in more
detail, where it says its controlling shareholder is Compańía de
Inversiones de Energía S.A. (CIESA), "which together with Pecom
Energía group and Enron Corp, hold approximately 70% of the
Company's common stock. The remaining 30% ownership in the Company
is currently held by local and foreign investors."
And who is CIESA? Again, from TGS: "CIESA is owned 50% by Pecom
Energía (whose controlling shareholder is the above-mentioned Perez
Companc) and 50% by subsidiaries of Enron. CIESA has the ability to
direct the management of the Company, to control the election of the
majority of the Board of Directors, to determine the dividend policy
and other policies of the Company and to determine the outcome of
any matter put to a vote of the shareholders of the Company.'
TGS arose through a privatisation process of the kind which Enron
has pushed around the globe. (See 'Enron: The Global Gospel of Gas',
www.moles.org/ProjectUnderground/motherlode/enron.html). 'We started
our operations in late 1992, as a result of the privatisation of Gas
del Estado S.E. ("GdE"), the former state-owned company.'
And TGS has a significant investment in telecommunications through
its Telcosur subsidiary, through which it is 'positioning ourselves
as an independent carrier of carriers and also offering services to
large companies within our area of influence.'
'Telcosur,' says TGS, 'was born at the end of 1998 in order to take
advantage of TGS's existing telecommunications assets and
infrastructure, as well as the upcoming deregulation of the
telecommunications market, and the experience of power companies
from other countries that were successful in the telecommunications
business.' The 'experienced' power companies, of course, means
Enron. And their success in that business was, as the Wall Street
Journal recently documented, a bust - and not just because of fraud,
but because of the glut in fibre-optic capacity (that is, a mismatch
in supply and demand which tends under capitalism to lead to
precisely the kind of fraud Enron specialized in.)
But despite Enron's failures in the telecom field elsewhere,
Telcosur is following its 'experience' in avoiding direct sales in
favour of trading access to commodities, services, and financial
instruments: 'An important difference in connection with other
telecommunication operators is its independence, since it serves the
wholesaling market and therefore does not compete with its customers
in retail operations: switching, frame-relay, telephone services,
among others.' It provides 'value added services; in other words,
[it is] a carrier of telephone carriers and of large corporate
users.'
Telcosur is also 'installing a high-capacity fibre optic network
that will link Buenos Aires, Bahía Blanca and Neuquén, the most
active routes in its service area.'
Enron is currently in the process of divesting various subsidiaries
around the globe to raise cash, and at least one potential buyer for
its Argentina subsidiary has been mentioned. That buyer is Sempra
Energy International, which owns a 43-percent interest in two
Argentine natural gas utility holding companies, Sodigas Pampeana,
S.A., and Sodigas Sur, S.A., and which 'serve 1.3 million customers
in central and southern Argentina, delivering approximately one-
third of all the natural gas distributed in the country.' Sempra, a
big operator in Chile and elsewhere in Latin America, also owns
Southern California Gas and San Diego Gas & Electric, and has just
bought Enron's London energy trading operations. It's not clear if
the deal will go through.
In the meantime workers in Argentina are demanding the
renationalisation of firms in a variety of sectors. On February 5th
Argentines marched on the offices of Repsol to demand jobs. Repsol,
according to the Partido Obrero, 'is the 7th largest [oil company]
in the world, which has reaped fabulous profits from privatisation,
and which is responsible for widespread layoffs, pay cuts and
refinery closings.'
If the mobilizations in Argentina continue to deepen we can expect
that calls for renationalisation - this time under workers control -
of the entire energy sector will deepen. And if Enron's Argentine
subsidiaries are targeted that might even encourage some in the US
to think about similar solutions here.

Don't Cry for Bush, Argentina
NEWS: George W. may not recall the names of world leaders, but when
it comes to foreign affairs, he knows the value of his own family's
name.

Texans watched with interest last winter as Governor George W. Bush
was home-schooled on international affairs by former Secretary of
State George Shultz and other veterans of his father's foreign-
policy team. Even Carl Bildt, the former prime minister of Sweden,
was brought in for a tutorial at the governor's mansion, in the hope
that his recent U.N. experience in the Balkans could help Bush
understand that Kosovars are not "Kosavarians" and that Greeks are
not "Grecians."
But no one had to prepare a prompt card to remind him who stepped
down as president of Argentina in December. Shortly before Bush
announced his own campaign for president, he had received a visit
from Carlos Saul Menem, the right-wing leader of Argentina for the
past decade. The two men retired to an Austin country club, where
they were joined by Bush's father. Governor Bush had the flu, so he
contented himself with riding along as the former president and
Menem played a round of golf.
The capitol press corps trailed along, dutifully recording the
governor's cordial relationship with a visiting head of state.
Unknown to the assembled reporters, however, was the story of how
Bush and his family became immersed in Argentine politics. The
little-known tale begins with George W. making a phone call to
secure a $300-million deal for a U.S. pipeline company -- a deal
that provoked a political firestorm in Argentina, drawing scrutiny
from legislators and a special prosecutor. The episode marked one of
George W.'s first ventures into foreign affairs, demonstrating the
fundamental rule by which the Texas governor and his family conduct
business: Always know that the Bush name is a marketable commodity.
Bush first made his presence felt in Argentina in 1988, shortly
after his father was elected president. At the time, the junior
Bush's political career was just beginning -- and the political
career of Raúl Alfonsín, who was approaching the end of his term as
president of Argentina, was ending. Alfonsín had returned his
country to civilian rule, prosecuted those responsible for human
rights abuses during Argentina's rule by a military junta, and
struggled to manage an economy that seemed to defy management.
Determined to complete one major private-sector industrial program,
he pushed for the development of a "gasoducto" that would connect
Argentine gas fields with domestic and foreign markets. And he
appointed his minister of public works, Rodolfo Terragno, to oversee
the pipeline project.
Unlike Bush, Terragno achieved political prominence the old-
fashioned way: through a life dedicated to public service. A noted
journalist and public official, he was forced into exile for 10
years after the military seized power in Argentina in 1976. Only
after Alfonsín restored civilian rule did Terragno return to his
homeland, where he went on to serve as minister of public works, a
member of congress, and most recently as cabinet chief to the newly
elected president, Fernando de la Rua.
In 1988, Terragno was considering two proposals for the $300-million
pipeline, one from an Italian firm called Ente Nazionale Idrocarburi
and the other from Pérez Companc, an Argentine company working in
partnership with Dow Chemical. After a year of consideration, the
minister was close to making a decision when Enron, the largest
pipeline company in the United States, suddenly entered the bidding.
At the time, the Houston-based Enron had no experience in Argentina.
It had formed a business relationship with Westfield, a small
Argentine firm, but Westfield wasn't much of a player either. El
Boletín Oficial -- the Argentine equivalent of the Federal Register -
- reported that Westfield's only asset in 1988 was $20, its
corporate filing fee. Westfield was a prestanombre, literally
a "borrowed name" used to provide a domestic front for a foreign
firm.
Terragno was concerned that a newly formed corporation with no
resources was attempting to land a contract that companies with
proven track records had been working on for a year. "I had a lot of
reservations about Enron because the company wasn't well established
in Argentina," Terragno told Mother Jones, providing details of the
episode for the first time.
The minister recalls that Enron sent him "a one-page outline"
proposing a price Terragno now describes as "laughable." Enron
wanted to pay "something like 20 percent of the international market
price," he says. "It all seemed so inadequate. Enron asked the
country of Argentina to practically give them the gas."
Terragno was unenthusiastic about the pipeline bid, but Enron
initiated a full-scale campaign to pressure him. Pro-business
newspapers attacked the minister for blocking the proposal, and
Terragno recalls that Ted Gildred, the U.S. ambassador to
Argentina, "called me and visited me constantly" to push the deal.
Terragno wasn't concerned about the ambassador's lobbying -- that
was politics as usual. "It was good that he was representing the
interest of his country's businesses," he says. But Terragno found
that some of the politics surrounding Enron's campaign were anything
but usual.
A few weeks after the U.S. presidential election in 1988, Terragno
received a phone call from a failed Texas oilman named George W.
Bush, who happened to be the son of the president-elect. "He told me
he had recently returned from a campaign tour with his father," the
Argentine minister recalls. The purpose of the call was clear: to
push Terragno to accept the bid from Enron.
"He was taking a moment to call me because he knew that I was
dealing with this," says Terragno, adding that Bush told him that
he "viewed with some concern the slow pace of the Enron project."
According to Terragno, the president-elect's son noted that a deal
with Enron "would be very favorable for Argentina and its relations
with the United States."
When a brief report on the attempt to influence the Argentine deal
appeared in The Nation and the Texas Observer years later, the Bush
team reacted angrily. His staff produced a copy of his day planner
to show that Bush never placed the phone call, and a top-level
adviser personally called reporters to dismiss the story as a
fantasy by "some guy in Argentina." Bush's staff continues to deny
his involvement, and no other media outlet ever reported on the
episode, despite the high-ranking source.
More than a decade later, Terragno still recalls details of the
phone call clearly -- as well as his outrage. "It looked bad and it
surprised me," he says. "There was this political endorsement,
apparently from the White House. I don't know if George Bush the
father was aware of it, or if it was only a business contact by his
son, who hoped that his family name would have some influence."
George W. wasn't the only Bush plying the family name in Argentina.
His brother Neil had tried to funnel $900,000 in loans from
Silverado Savings and Loan, where he served as a director, into a
failed attempt to drill for oil in Argentina. The S&L eventually
collapsed, costing taxpayers nearly $1 billion to bail out, and
federal regulators banned Neil from certain banking activities.
But Terragno was unimpressed by the family connections. He told
George W. the pipeline concession would be awarded according to
Argentine law. It hardly mattered -- Argentine law was about to
change. Time had run out for Raúl Alfonsín. His party lost the
election, and he left office four months early to make way for his
successor, Carlos Menem.
Enron, for its part, couldn't have appointed an Argentine president
more favorable to its interests. A right-wing follower of Juan
Peron, Menem was eager to open his country to American enterprise --
and his own lavish spending. He took to traveling with a huge
entourage aboard Tango-01, his $66- million presidential jet. The
Bushes took an immediate liking to him. The day after the 1989
election, Neil Bush arrived in Buenos Aires for a tennis match with
the president-elect. The following year, President Bush made the
first of eight trips to see Menem, becoming the first U.S. chief
executive since Eisenhower to visit Argentina.
Several days after the president's trip in 1990, Bush's ambassador
to Argentina, Terence Todman, wrote a stern letter to Menem's
minister of the economy to follow up on issues that Bush
had "intended to address, but failed to do so for lack of time."
Todman went on to imply that eight U.S. companies would walk away
from their investment plans unless Argentina stopped favoring
domestic corporations. The first company on the list was Enron,
which the ambassador described as being "poised to invest $250
million" -- as soon as the Argentine government met its demands for
tax breaks. Todman closed his letter by warning that the Enron
decision was "extremely urgent," as the gas company would make a
final decision on its investment in less than a month.
Todman prevailed: Menem agreed to the company's terms, signing a
presidential decree that included Enron in a national program
freeing it from tariffs and valued-added taxes.
Reports of the Enron deal outraged Argentines, who had supported
Alfonsín's struggle to create a democracy out of what remained after
10 years of military dictatorship. Lawmakers demanded a
congressional inquiry, and a special prosecutor launched an
investigation. Menem dealt with the scandal in a forthright manner:
Since his own justice department was looking into the tax giveaway,
he simply fired the investigator.
Enron ultimately abandoned the project when gas prices fell, but an
Enron subsidiary later bought into the pipeline and now owns almost
a third of the gasoducto. Among the subsidiary's board members is
Brent Scowcroft, national security advisor to former President
George Bush.
George W. has certainly benefited from his association with Enron.
Kenneth Lay, the company's chief executive, has personally
contributed $100,000 to Bush's two gubernatorial campaigns. When
Bush announced in 1999 that he was running for president, executives
and political action committees connected to Enron contributed
$89,650 to his campaign in the first three months. Lay signed on as
a "Bush Pioneer," pledging to raise $100,000.
The involvement of George W. and Neil in Argentina has become
something of an m.o. for the Bush brothers in foreign affairs. The
sons of the former president have certainly not been shy about using
their family name to enrich themselves and their friends. Jeb sold
$74 million worth of water pumps to the Nigerian government in 1988.
Marvin tried to sell electronic fences to the defense ministry of
Kuwait two years after the Gulf War, while Neil sought contracts to
provide oil-field antipollution equipment. And George W. lent his
name to tiny Harken Energy to help secure a huge offshore drilling
contract in Bahrain (see "Slick W.," page 48).
Undoubtedly, the family name will continue to open doors
internationally if George W. is elected. Last November, an airplane
with Houston registry numbers landed in Buenos Aires; on board was
former President Bush, who had arrived to spend the night with his
friend, President Menem, 10 days before the end of Menem's final
term. The two men attended a dinner at the home of Argentine banker
José Rohm, where they were joined by the vice president of Chase
Manhattan Bank, the director of Credit Suisse First Boston, the
president-elect of Argentina and the former president of Uruguay.
What was the purpose of President Bush's visit? "Fishing," says
Michael Dannenhauer, a Bush spokesman. But when the Buenos Aires
daily, Pagina 12, asked several of the dinner guests why the
president was in town, they smiled and quietly replied, "Business."
Bush's "real interest," they added, was to learn how the new
government would deal with CEI, an Argentine media company whose
former chief had fled the country under investigation for fraud. One
of CEI's principal investors, the paper noted, is Tom Hicks, "one of
the funders of the presidential campaign of Bush's son, George, the
governor of Texas."

USA: Don't Cry for Enron, Argentina

Last week, the Web site SatireWire.com ran a mock news story: "Enron
Admits It's Really Argentina." It was pretty funny, though quite
unfair -- unfair, that is, to Argentina.
Yet, the satire was more on point than its authors realized. Not
long ago Argentina, like Enron, was a darling of the financial
community. And like Enron, Argentina was held up as a role model, to
a large extent by the same people -- Argentina's monetary system, in
particular, was lauded in the pages of Forbes and the Wall Street
Journal, and feted at libertarian think tanks.
Why did the same people tend to admire Enron and Argentina? Because
in their different ways, both the company and the country tried to
turn back the clock to 1913. Both were experiments testing the
libertarian credo: that the great expansion in government's role
between the two world wars was unwarranted. Both were supposed to
demonstrate that government activism is unnecessary, and that
radical laissez-faire works.
The Enron experiment was, in essence, about doing away with
regulation -- regulation of prices, regulation of financial trading.
Most of these regulations had their origin in fear that consumers,
workers and investors would be exploited by those whom Theodore
Roosevelt called "malefactors of great wealth."
Enron used its political clout to create what one of its own
executives called a "regulatory black hole" in which it could
operate freely.
What Enron's admirers believed was that experience would demonstrate
fears about unregulated markets to be unjustified. Unfortunately,
what disappeared into that black hole was not bureaucratic clutter
but billions of hard-earned dollars, including those of Enron's own
employees. Or maybe it wasn't a black hole, but rather a wormhole,
and those billions of dollars emerged in some other universe -- say,
overseas bank accounts. For it turns out that malefactors of great
wealth do exist, and some of them were running Enron.
If Enron was an experiment in doing away with regulatory activism,
Argentina was an experiment in doing away with monetary activism.
Argentina returned to a colonial-era monetary system, a "currency
board," which took government out of the loop. No more lurching from
crisis to crisis, no more disruptive government interventions:
Argentina would provide sound money, and leave the rest up to the
free market.
Though Argentina attracted the usual opportunists, I'm pretty sure
that both the creators of its monetary system and many of its
admirers sincerely believed that they were working in everyone's
interest. Alas, these particular good intentions paved the road to
hell.
In the last few weeks, the bitter irony of Argentina's situation has
become almost too much to bear. The country's monetary system was
introduced in the name of laissez-faire. Now, in its desperate
efforts to save that system from imminent collapse, the Argentine
government has imposed drastic restrictions on economic freedom.
Now don't get me wrong. I'm not one of those people who think that
markets are evil, that the profit motive is always wrong. On the
contrary, I believe that markets are very good things indeed. But
the great economic lesson of the 20th century was that to work, a
market system needs a little help from the government: regulations
to prevent abuses, active monetary policy to fight recessions. The
twin debacles in Houston and Buenos Aires demonstrate that this
great lesson has not lost its relevance.

‹‹‹‹Our Congress critters have proposed the creation of a Ministry of
Fatherland Defense federal police force. Under H.R. 3199 (the so-called
"USA PATRIOT Improvement and Reauthorization Act of 2005Ĺç)—created to
"extend and modify authorities needed to combat terrorism, and for other
purposes," according to the Library of Congress—Rep. Sensenbrenner
introduced and sponsored the creation of the "United States Secret Service
Uniformed Division" (USSSUD) to be marshaled by Michael Chertoff,
secretary of DHS, all around neocon, and a member of the Federalist Society,
a reactionary cabal with members such as former Reaganite and Bechtel
favored son Edwin Meese, neocon boy wonder William Kristol, and master
funder of troglodytic political causes and CIA operative Richard Mellon Scaife.
Considering Chertoff's penchant for rounding up people willy-nilly and
incarcerating them without charge (as he did to around 750 Arabs and
Muslims in the wake of nine eleven), the fact he will be entrusted with this
spanking new federal police force should set off alarm bells. Of course, it
didn't even elicit a murmur in the ranks of the corporate media, although the
blogger Ben Frank had a few choice words. Frank comments:

Has America ever had a federal police force? No. Why do we need one now?
To protect us, or to oppress us? It sure looks as if this new police force will
be
have the authority to arrest anyone that gets too close to a member of
Congress. Bush says trust me, it's for your own protection. Isn't that exactly
what Hitler told Germany?

In addition to protecting fat-ass diplomats, Congress critters, and other VIPs,
the USSSUD—oh heck, that acronym is too unwieldy, so let's call this duck
what it is, an American version of the Gestapo—will go where Bush goes (in
uniforms, probably ninja black with SWAT regalia) and make sure "al-Qaeda"
doesn't get him, or for that matter make sure the streets are clean of any
traitorous protesters (who are now routinely arrested or at minimal held at bay
in "free speech zones" encircled in concertina wire).

But here's the disturbing part: Chertoff and his minions will be allowed to
commandeer your local cops under this draconian provision. "In carrying out
the functions pursuant to paragraphs (7) and (9) of subsection (a), the
Secretary of Homeland Security may utilize, with their consent, on a
reimbursable basis, the services, personnel, equipment, and facilities of State
and local government."

So let's say Bush plans to traipse through your town and you send out an
email to your friends urging them to practice their one-time civil liberty under

the First Amendment of the now doormat Bill of Rights and stand on a public
street corner with signs protesting the neocon mass murder campaign in Iraq.
Of course, that very email will be scooped up by the largest intel op in the
world—the National Security Agency, now effectively Bush's personal snoop
operation—and will be forwarded to Chertoff's Gestapo and you may very
well receive a visit the day before Bush's motorcade wings through town and
due to "extraordinary protective need" you may very well be arrested "without
warrant" for an "offense against the United States," that is to say for
disagreeing with our Caesar, George W. Bush.

Sounds like the Gestapo to me, especially considering Hitler's Gestapo was
created to investigate and combat "all tendencies dangerous to the State." In
addition, the Gestapo was not subject to judicial review, same as Bush
considers himself not subject to judicial review (and in fact brags about
snooping on Americans without going before a court and obtaining a
warrant). "As long as the [Gestapo] ... carries out the will of the leadership, it
is
acting legally," Nazi jurist Dr. Werner Best stated. It appears AG Alberto
Gonzales has taken a page out of Hitler's playbook because the Bushites
argue that it is "inefficient" to go before a judge and a more "agile" approach
to violating and trashing the Constitution is required.

All that's missing is the Nazi version of Schutzhaft, otherwise known as
"protective custody," that is to say rounding up traitors in the middle of night

while in their bed clothes and hustling them off to concentration camps.
Hitler's Gestapo liked to extract a Schutzhaftbefehl, a document declaring that
the person snatched from his or her bed desired to be imprisoned, and this
was usually forced out of the person by beatings and torture.

And as we know, the Pentagon neocons are experts at the latter.

New Frontiers for the Police State

A provision in the "Patriot Act" creates a new federal police force with power
to
violate the Bill of Rights. You might think that this cannot be true as you have

not read about it in newspapers or heard it discussed by talking heads on TV.

Go to House Report 109-333 -USA PATRIOT IMPROVEMENT AND
REAUTHORIZATION ACT OF 2005 and check it out for yourself. Sec. 605
reads:

"There is hereby created and established a permanent police force, to be
known as the 'United States Secret Service Uniformed Division'."

This new federal police force is "subject to the supervision of the Secretary of

Homeland Security."

The new police are empowered to "make arrests without warrant for any
offense against the United States committed in their presence, or for any
felony cognizable under the laws of the United States if they have reasonable
grounds to believe that the person to be arrested has committed or is
committing such felony."

The new police are assigned a variety of jurisdictions, including "an event
designated under section 3056(e) of title 18 as a special event of national
significance" (SENS).

"A special event of national significance" is neither defined nor does it
require
the presence of a "protected person" such as the president in order to trigger
it. Thus, the administration, and perhaps the police themselves, can place the
SENS designation on any event. Once a SENS designation is placed on an
event, the new federal police are empowered to keep out and to arrest people
at their discretion.

The language conveys enormous discretionary and arbitrary powers.
What is "an offense against the United States"? What are "reasonable
grounds"?

You can bet that the Alito/Roberts court will rule that it is whatever the
executive branch says.

The obvious purpose of the act is to prevent demonstrations at Bush/Cheney
events. However, nothing in the language limits the police powers from being
used only in this way. Like every law in the US, this law also will be
expansively interpreted and abused. It has dire implications for freedom of
association and First Amendment rights.

We can take for granted that the new federal police will be used to suppress
dissent and to break up opposition. The Brownshirts are now arming
themselves with a Gestapo.

Many naive Americans will write to me to explain that this new provision in the
reauthorization of the "Patriot Act" is necessary to protect the president and
other high officials from terrorists or from harm at the hands of angry
demonstrators: "No one else will have anything to fear." Some will accuse me
of being an alarmist, and others will say that it is unpatriotic to doubt the
law's
good intentions.

Americans will write such nonsense despite the fact that the president and
foreign dignitaries are already provided superb protection by the Secret
Service. The naive will not comprehend that the president cannot be
endangered by demonstrators at SENS at which the president is not present.
For many Americans, the light refuses to turn on.

In Nazi Germany did no one but Jews have anything to fear from the
Gestapo?

By Stalin's time Lenin and Trotsky had eliminated all members of the
"oppressor class," but that did not stop Stalin from sending millions of
"enemies of the people" to the Gulag.

It is extremely difficult to hold even local police forces accountable. Who is
going to hold accountable a federal police protected by Homeland Security
and the president?

Will Canada Follow U.S. "Patriot" Lead

The USA PAtriot Act had been renewed with a terrifying new term. A new
permanent federal police force has been created to be known as the 'United
States Secret Service Uniformed Division.'" It has Gestapo like powers. Sec.
605 of USA PATRIOT Improvement and Reauthorization Act of 2005
empowers these police to "make arrests without warrant for any offense
against the United States committed in their presence, or for any felony
cognizable under the laws of the United States if they have reasonable
grounds to believe that the person to be arrested has committed or is
committing such felony."

The new police are assigned a variety of jurisdictions, including "an event

This is very bad stuff. It impacts Canadians because under agreements
entered under the Liberal regime post 9/11 including the Smart Border Plan
and the Security and Prosperity Partnership Agreement Canada has agreed
to restructure our police and legal systems to copy that of the USA. We have
just been through an election in Canada in which the four
mainstream parties being the only ones with M.P.s in Parliament said nothing,
nothing, nothing about any of this fundamental regime change process;
nothing, nothing, nothing about the anti terrorism legislation under review in
Canada. The Canadian Action Party has been unable to obtain copies of the
proposed changes to the Canadian law which were under review before the
writ was dropped and now will be back on resumption of Parliament in a few
weeks.

No Canadian NGO's have been profiling this legislation. Indeed, the strongest
NGO, the Council of Canadians, gave this issue no profile in their Election
Report . Worse yet, they gave no profile to and continued their discrimination
against the seven alternative parties some of whom, eg CAP (Canadian
Action Party), take a strong active support position on all
the issues the COC does highlight,and more.

Voters were failed on all fronts.

Prime Minister -elect Harper is lauded by the USA who see him as more Bush

signature on the Security and Prosperity Partnership Agreement signed by
Martin Bush and Fox in March of 2004. Harper has said he would reconsider
a U.S. missile defense scheme rejected by the Liberal government of Prime
Minister Paul Martin. He also said he wanted to move beyond the Kyoto
debate by establishing different environmental controls, spend more on the
Canadian military, expand its peacekeeping missions and tighten security
along the U.S. border to prevent terrorists and guns from crossing.
All this means is that Harper will be more open than Martin in his acts of anti-
Canadianism and regime change. His language of double speak copies
Bush. He even ends his speeches with "God Bless Canada"

If I am right that no concerned thinking Canadian will support the Gestapo
legislation now intact in the USA, all of us, but especially those Canadians
who voted for the Conservatives, the Liberals, the NDP, the Bloq Quebecois
have no time to lose. We must all immediately contact our new MPs and
demand cancellation of the anti-terrorist legislation in
Canada. Even the NDP need strong prodding . Some of their candidates
were talking more law and order, more punishment. Like the NAFTA, the anti-
terrorist legislation is so fundamentally flawed , is so liberty stripping that
it
must be revoked , not re-jigged. Similarly the Smart Border declaration and
the Security and Prosperity Partnership
Agreement must be revoked. All the administrative changes in process by the
bureaucracy arising out of those agreements must be halted.We are either
sovereign or we are not. MPs need to prove they have not been neutered.

Unfathomed Dangers In Patriot Act Renewal

A provision in the "Patriot Act" creates a new federal police force with power
to
violate the Bill of Rights. You might think that this cannot be true as you have

not read about it in newspapers or heard it discussed by talking heads on TV.

Go to House Report 109-333 -USA PATRIOT IMPROVEMENT AND
REAUTHORIZATION ACT OF 2005 and check it out for yourself. Sec. 605
reads:

"There is hereby created and established a permanent police force, to be
known as the 'United States Secret Service Uniformed Division'."

This new federal police force is "subject to the supervision of the Secretary of

Homeland Security."

The new police are empowered to "make arrests without warrant for any
offense against the United States committed in their presence, or for any
felony cognizable under the laws of the United States if they have reasonable
grounds to believe that the person to be arrested has committed or is
committing such felony."

The new police are assigned a variety of jurisdictions, including "an event
designated under section 3056(e) of title 18 as a special event of national
significance" (SENS).

"A special event of national significance" is neither defined nor does it
require
the presence of a "protected person" such as the president in order to trigger
it. Thus, the administration, and perhaps the police themselves, can place the
SENS designation on any event. Once a SENS designation is placed on an
event, the new federal police are empowered to keep out and to arrest people
at their discretion.

The language conveys enormous discretionary and arbitrary powers. What is
"an offense against the United States"? What are "reasonable grounds"?

You can bet that the Alito/Roberts court will rule that it is whatever the
executive branch says.

The obvious purpose of the act is to prevent demonstrations at Bush/ Cheney
events. However, nothing in the language limits the police powers from being
used only in this way. Like every law in the US, this law also will be
expansively interpreted and abused. It has dire implications for freedom of
association and First Amendment rights. We can take for granted that the new
federal police will be used to suppress dissent and to break up opposition.
The Brownshirts are now arming themselves with a Gestapo.

Many naive Americans will write to me to explain that this new provision in the
reauthorization of the "Patriot Act" is necessary to protect the president and
other high officials from terrorists or from harm at the hands of angry
demonstrators: "No one else will have anything to fear." Some will accuse me
of being an alarmist, and others will say that it is unpatriotic to doubt the
law's
good intentions.

Americans will write such nonsense despite the fact that the president and
foreign dignitaries are already provided superb protection by the Secret
Service. The naive will not comprehend that the president cannot be
endangered by demonstrators at SENS at which the president is not present.
For many Americans, the light refuses to turn on.

In Nazi Germany did no one but Jews have anything to fear from the
Gestapo?

By Stalin's time Lenin and Trotsky had eliminated all members of the
"oppressor class," but that did not stop Stalin from sending millions of
"enemies of the people" to the Gulag.

It is extremely difficult to hold even local police forces accountable. Who is
going to hold accountable a federal police protected by Homeland Security
and the president?

Burqa Tailor?

I have what may be an odd request.

For a piece of performance art I am wanting some Afghan-style burqas large enough for a six-foot man to wear while carrying a hockey stick underneath. Intially I'd be looking to have three made, then perhaps as many as fifteen. Ideally I would like some sort of reinforcement on the outside of the bottom hem so that they don't easily get torn up by dragging on asphalt, and if there is a simple way to have the hem quickly adjustable (for shorter people) that would be great.

Does anyone have a suggestion for someone who might sew such a thing (other than CC of MH)?

Dear Editor: I have just returned to Portland, Ore., after having the pleasure of watching the Badgers whip Michigan State.
During my stay in Milwaukee I chuckled at the lead story being how many consecutive cloudy days Milwaukee has had.

Here in the Pacific Northwest we are experiencing a fair amount of rain. Twenty-three out of the past 24 days it has rained and the 10-day forecast calls for more of the same.

Rob Zaleski's column on what winters used to be like made me somewhat nostalgic for those days of snow, a lot of snow with below-freezing temperatures. Those were the days!!

Those days I miss.

Oh well, in a few weeks we will start to see the spring flowers pop up and play an occasional round of golf. I might even have to think about cutting the grass by mid-February. Hmmm, now I remember why I have stayed here for the last 19 years.

Flood damages in Oregon hit $22 million so far

GRANTS PASS (AP) — Statewide flood damages from heavy rains over the past month have hit an estimated $22 million so far, with southwestern Oregon getting the worst of it.

And more rain is expected. Forecasters say a La Nina weather condition is likely to keep the storms tracking over the Northwest until spring.

Gov. Ted Kulongoski, who toured flood damage in Astoria, declared a state of emergency in 24 of Oregon’s 36 counties to set in motion a request for federal assistance in repairing $7 million in damages to highways around the state.

Meanwhile, the Willamette River went over flood stage at Oregon City, threatening an apartment building, but was predicted to return within its banks by Saturday morning. The Tualatin river southwest of Portland was also over its banks.

Statewide, precipitation this rainy season has been just 24 percent above normal, but it seems greater because it has been concentrated in late December and January, said Sheila Strachan, a hydrologist with the U.S. Natural Resources Conservation Service in Portland. Statewide, the snow pack is 103 percent of normal.

“We had such fine weather last January, which was cold and dry and sunny, that the normal Oregon weather is sort of a shock to our systems,” Strachan said.

“It’s actually doing exactly what it’s supposed to do,” said state climatologist George Taylor, who had predicted a wet and mild winter for Oregon. “It’s because we had La Nina conditions develop in the tropical Pacific. Our wettest winters tend to occur during La Ninas.”

The opposite of the more infamous El Nino, La Nina occurs when temperatures cool in the Pacific Ocean off South America, and warm in the western Pacific off the Philippines, Australia and Indonesia.

Although the federal government recently reported that a weak La Nina was just starting to develop, Taylor said it is a “full-fledged” La Nina, and has been going on for months.

Despite a dry winter last year, Oregon has been in a wet cycle since the winter of 1994-1995, Taylor said. This year is very similar to the winter of 1995-96.

“I think it will keep raining well into March,” Taylor said. “I also think spring is going to be relatively mild and dry.”

The preliminary tally includes for $7.8 million spent by local and state agencies on repairs, debris removal and protective measures; $7 million in damages to homes, businesses and agriculture, and $7 million in damages to highways around the state, according to Oregon Emergency Management.

Jackson County suffered the most damage from flooding at the end of December, hitting an estimated $5.8 million so far, said Abby Kershaw, section director for financial and recovery services with Oregon Emergency Management.

Mudslides closed Interstate 5 over the Siskiyou Summit south of Ashland on Dec. 30, and rising waters on Bear Creek prompted evacuation of two trailer parks in Ashland and Phoenix. The Rogue River went over its banks, flooding some homes on the outskirts of the town of Rogue River and damaging a park in Gold Hill.

Coos County has suffered $4.6 million in damages so far. A broken dike flooded about 20 homes there at the end of December. County officials have expressed frustration with the slow pace of state help.

Rain and snow have also been heaviest in the southwestern part of the state, according to the Natural Resources Conservation Service. The Klamath Basin has had precipitation 53 percent above normal, with a snow pack 37 percent above normal. The Rogue and Umpqua basins have seen precipitation 49 percent above average and have a snow pack 1 percent below average.

The Willamette Basin has had only 18 percent above normal precipitation, with the snow pack at 88 percent of normal.

In Astoria, John Toftemark showed Kulongoski and city officials where the foundation of his home has dropped 6 feet, leaving one corner suspended in the air. The governor pledged to call Toftemark’s insurance company.

Kulongoski said he was working to gain federal help with small Business Administration loans for homeowners without flood insurance who suffered damages.

The governor also toured a dike that breached, but has since been repaired.

SEATTLE (AP) — Despite all the whining and jokes about its long-running streak of rainy days, Seattle isn't even the wettest city in Washington, let alone the rainiest city in the United States.
If Seattle exceeds its previous record of 33 consecutive days of rain, set in 1953, it won't even be a blip in the national weather record books. No place compares to the achievement of Hawaii, where Kaneohe Ranch on the island of Oahu recorded 247 consecutive days of rain from Aug. 27, 1993 through April 30, 1994.

"Hawaii has some amazing rainfall statistics," said Jim Ashby, a climatologist with the Western Regional Climate Center in Reno

Seattle had 0.57 of an inch of rain on Thursday for a total of 12.41 inches since Dec. 19, when the city started on the path toward its own record, which it could match on Jan. 20 or beat on Jan. 21. Friday, another rainy day, was the 26th successive day of rain.

Also on Friday, Gov. Christine Gregoire declared a state of emergency in 12 counties: Pacific, Grays Harbor, Clallam, Jefferson, Mason, Kitsap, King, Pierce, Skagit, Thurston, Lewis and Spokane. Snow could have contributed to the record and "some of those days were just a hundredth of an inch," Ashby said. One hundredth of an inch is the measurable threshold for rain used by the climate center and the National Weather Service in tracking these records.

Rivers around the Seattle area were still at or near flood conditions on Friday, although National Weather Service flood watches in Clallam, Grays Harbor, Jefferson, King, Lewis, Mason, Pierce, Skagit, Snohomish, Thurston and Whatcom counties were set to expire at the end of the day. No new mudslides have been reported, although officials have said ground saturation levels continue to make more slides possible.

The state Department of Transportation reported one new weather-related road closure. State Route 508 in Lewis County in Onalaska, which is a few miles south of Centralia, was closed Friday morning because of what officials are calling "severe settling," due to heavy rains. A detour was in place.

The Mount Baker Ski Area was closed Friday because of a high avalanche danger. Managers of the ski area said the combination of deep snow, warming temperatures and rain raised the avalanche danger.

Condo owners along Lake Sammamish, about 12 miles east of Seattle, have seen water lapping at their doorways this week. Lakeside property owners are used to losing their docks underwater, but this year's heavy storms have rainwater pouring into the lake from every side. The Sammamish Slough is not big enough to handle the overflow.

People around the region were reporting rain damage to their property and flooding in their fields.

But Ashby reminds Seattleites: even setting Hawaii aside, Washington is not the wettest state in the West.

Alaska had 69 days of measurable precipitation between November 1993 and January 1994, including both rain and snow.

In the Lower 48, Oregon holds the record for most consecutive wet days. From December 1997 through mid-February 1998, Otis, Ore., on the central Pacific coast, recorded 79 straight days of rain.

"That's grim," Ashby said. "Seattle has a way to go to break that one."

BNSF Railway reopened its tracks to passenger trains Friday, 48 hours after a Wednesday landslide halted both Amtrak and Sound Transit's Sounder train service between Seattle and Everett.

In West Seattle, 7,500 customers lost power for a few hours early Friday morning after gusting winds and rain toppled a tree, which then knocked down a power line.

"The ground was so saturated that the tree's roots couldn't hold it in wind gusts," said Sharon Bennett, Seattle City Light spokeswoman.

Seattle Reaches 26th Day Of Rain

SEATTLE -- Today is the 26th straight day of rain in Seattle, and the city has a chance to break the record of 33 days set in 1953.

Since Dec. 19 Seattle has had more than 12 inches of rain.

Other cities are wetter than Seattle. Centralia had a stretch of 55 straight days of rain in the winter of 1996-97. The National Weather Service says a place in Hawaii had 247 straight days of rain in 1993-94.

But it's not the wetness as much as the unrelenting dark dreary days that depress some Seattle residents.

At the Indoor Sun Shoppe in Seattle's Fremont neighborhood, Monica Rochester says customers are attracted like moths to the store's light panels and grow lights.

Rochester says some customers buy the light boxes because they are cheaper than a vacation to Arizona, Mexico or Florida.

To the editor, The Oregonian

A photo accompanying your article on the City Council's unanimous vote to demand a true accounting of PGE/Enron finances ("City agrees to dig into PGE finances," Dec. 8) showed a PGE "governmental relations" director testifying and two other individuals waiting to testify. One was Bill Parish, a well known expert and consultant on utility finances and the other was Bill Michtom, a consumer advocate. I looked forward to learning what these two important witnesses had to say to the city commissoners.

Instead, your reporter completely ignored them while giving generous space to Enron/ PGE's spokespeople, including unchallenged statements she solicited in interviews. In a another example of reporting bias, the article seemed to warn the City not to attempt to lower PGE rates because it would "meet harsh resistance from PGE" (what else?) and that it would "run up" against the state Public Uitlities Commission.

I believe the time has come to ask whether The Oregonian's reporting on Enron/PGE reflects its historic ideological opposition to public power, expressed the same day on the editorial page by "Shooting PGE first, asking questions later" and the oped space ("The facts show PGE acted with integrity") donated to PGE's "public policy " flack.

Your editorial page also noted that Enron's reputation ranked at the bottom of 60 corporations. You challenge your readers to ask whether they support the City Council's efforts to find out just why, compared to publicly owned utilities, we are paying such outrageously high rates. Especially when the alternative is having those rates manipulated by a corrupt corporation, of course we support our elected representatives. More power to them!

PGE is one vote away from being condemned by the Portland City Council. Sten and Leonard are both onboard. Call or email Mayor Potter and Sam Adams to let them know that you want them to condemn PGE.
PGE has been playing its coy, covert game of deceiving and ripping off Portland ratepayers long enough. This latest round of revelations on their tax ripoff is just one example of what lengths they are going to. The whole pro-growth, pro-destruction power elites in Portland and Oregon want to keep PGE out of the control of the public because they know that this could spell the downfall of the whole corporate, venture-capital, farmland grab scamming machine. But we are only one city council vote away from the City of Portland condemning PGE and thus putting it into public hands.

Erik Sten has just told me that he and Randy Leonard are both for condemnation, and that they believe they will get a third commissioner for it soon, which means a majority. We can speed the process up before PGE and Enron can play any more crafty games to keep it in their control. In addition to sites such as http://www.thinklocalportland.org I was recently turned on to http://www.angieslist.com , which has received a lot of mainstream press with ads on ClearChannel, in The Oregonian, etc. Primarily it seems to have been focused on plumbers and contractors and such, but also includes a variety of other service businesses.

Helping local activists

There are thoughts in some circles that if your just trying to make a buck or actually change the world we live in.

Some Ideas I have:
1. Support local activists against Free trade/IMF/WTO(jail support/food/medical/etc)
2. Support local candidates that support your ideals, not because you think they are electable.
3. It's just hard seeing people being brutalized by police at protests and there is no safety net for them, like some place to go to get a calming tea or a 15min massage.

We all need to do more, now is the time to step up.

"I am here today to fight for freedom, your freedom and my freedom. I wish to remind you that you already possess all the money and power necessary to determine the future of your community. While your vote for President of the United States may not be counted fairly, I remind you that you have, on average 37,000 votes per household that will be counted.

While I am here I will also tell you that you can multiply those votes 2.5 times to yield 92,000 votes in your community. Furthermore, you can cast your votes not just every four years, not just every two years, but rather everyday you cast a portion of your annual allotment of votes. Everyday you choose who gets the money and power that passes through your hands. I am speaking about voting with your money. I am talking about simple choices you make each day, which have a huge cumulative impact on your community. I want you to become fully aware that what you do with your money will determine whether the world is owned and controlled by an elite group of global investors, or by the people who live in each particular place. I suggest you begin to vote for yourself, your family, friends and neighbors. I suggest you optimize your financial transactions for your own benefit.

The idea of a Solari is both simple and complex. At the most simple level, that which the consumer must understand, there are only two basic steps: Buy Local and Invest Local. These two actions create a positive feedback system that will increase local wealth. What it does is align the incentives of the members of a community in such a way that when the local businesses do well, we all do well.

Allow me to illustrate with an example. In my hometown of Middlebury, VT there is a Tavern called Two Brothers. It is owned by two brothers whom I went to high school with. In my town there is also a brewery called Otter Creek Brewery after the river that runs through town. Both of these companies are closely held by the founding owners.

Imagine for a moment that the Solari in Middlebury were to arrange the sale of shares in both these companies to the community, and that I have purchased some of each. I now have an arrangement whereby that act of walking into Two Brothers and ordering a pint of Otter Creek Ale is not only in my own best interest " but also benefits my friends and neighbors. My purchase has filled a demand, and in doing so, has brought a portion of the profits back to me as dividends and/or capital gains. It has benefited the other shareholders " including the founders. It has created jobs in my community: the bartender, the doorman, the realtor who leased the building, the brewers, the delivery drivers, the farmers who grew the hops and barley, and the recyclers who will collect the empty bottles. Not only can I own shares of Two Brothers, but of every local company that has a hand in making it possible for me to go downtown after work and have a beer with my friends. Through the act of owning shares in these local companies, I have created profits for myself, and jobs, income, and growth for my community. Perhaps I'll be greedy and order a second pint.

Let us consider the alternative: I could have saved some money by going to the Mobil Station on the way home, picking up a six-pack of Budweiser, and going home to veg-out in front of the TV. Who would that benefit? Anhuser-Busch, Exxon-Mobil, the media giants, and the global investors who own them. My act would have had the effect of making the rich richer, and the poor, poorer.

By making a market for place-based investment, we can create the structures and incentive systems to redirect global capital to serve communities. It is okay for people to be greedy and self-serving in this system. Under the Solari Model the relentless pursuit of wealth and power is embraced and redirected.

It is like the martial arts practice of Aikido. Rather than oppose your enemy head on; step off center, blend with the attacker's energy, and redirect it in such a way as to do no harm. It is the application of the principal of loving your enemy.

Solari is an idea about using the current system to implement change. Solari does not require any help from Washington D.C. We don't have to pass any laws, topple any governments, or move any mountains. We need simply to begin to act in our own best interest.

Rich and powerful global investors get a hold of our money in many ways. We feed the very system we oppose through our purchases, bank deposits, debts, investments, and taxes. What we must do to take back the power is to take back our money. I suggest to you that it is possible to have a peaceful revolution through direct action. I suggest we ought to:

- Move our purchases to locally owned businesses.
- Move our bank deposits into small locally owned banks or credit unions.
- Move our debts to be held locally, and, as much as possible, eliminate debt by swapping it for equity.
- And move our investments into local assets.

The task of moving investments into local assets is the business of Solari. In moving sums of capital into place-based investments, we must take care that local control is not lost to big players. We achieve this by using an A/B share model. That is to say: the Solari would issue shares in two classes:

- A shares have voting rights and a nominal value.
- B shares carry the economic values: dividends and capital gains, but have no voting rights.

While anyone can own B shares, only those people living with in the Solari area may own voting A shares. In this way, the Solari is able to access global capital while maintaining permanent local control. It is this aspect of local control that makes Solari different from other corporations. By maintaining the Solari as a community controlled entity, it is possible to bring much needed transparency and accountability to our financial systems.

We all know of Enron, WorldCom, and their book cookers Author-Andersen. Yet, we are personally powerless to hold them accountable. With place-based investing, you are transacting business with your neighbor. These are the people in you neighborhood. If they engage in fraudâ€¦.you know where they live. It would be painful indeed to suffer the repercussions from stealing from your neighbors. Not only does this offer new means of redress, such as economic sanctions, but a strong social deterrent.

In summary, let me remind you that this idea of place-based investing " the Solari idea " is about taking back the money and power that we have ceded to multi-national corporations. Not only is it the right thing to do, it the more profitable thing to do. Solari is the most significant capital gains opportunity in America. Solari is a solution to what is fundamentally wrong with the system. It is a solution freely offered to each of the 72,000 communities in the U.S. Solari uses existing financial systems to transform an overly centralized system of money and power to a decentralized " place-based system in which communities take back the money and power " for the people."
